Self-exclusion by state · Indiana
How to self-exclude from sports betting in Indiana
Indiana has two programs. The online Internet Self-Restriction Program covers mobile sports betting only. The Voluntary Exclusion Program covers every casino (including Four Winds South Bend) and all sports betting, but it's the in-person one.
The short answer
Online: the Internet Self-Restriction Program, mobile sports betting only, 1 or 5 years. In person: the Voluntary Exclusion Program, casinos plus all sports betting, 1 year, 5 years or lifetime. Neither ends on its own.
Program: Voluntary Exclusion Program (VEP) - casinos + sports wagering; plus separate Internet Self-Restriction Program (ISRP) - mobile sports wagering only, run by the Indiana Gaming Commission (IGC). Official page →
Terms: VEP: 1 year, 5 years, lifetime · ISRP: 1 year, 5 years

What to do today, before the state list kicks in
Use the online Internet Self-Restriction Program today to shut off mobile betting. If casinos or in-person sportsbooks are part of the problem, enroll in the Voluntary Exclusion Program as well.
Then read how to block each app — excluding inside the app is usually faster than any state list, and it’s the first layer of the firewall.
What the Indiana list covers, and what it doesn’t
| Type of gambling | Status | Detail |
|---|---|---|
| Online sportsbooks | Covered | |
| Retail sportsbooks | Covered | For VEP (casino sportsbooks and OTB sportsbooks in Clarksville, Indianapolis, New Haven); false for ISRP |
| Casinos | Covered | For VEP (all Indiana casinos incl. racinos - racino wording); false for ISRP |
| Online casino | N/A | Not legal in Indiana |
| Daily fantasy / pick'em | Unconfirmed | Not mentioned |
| Lottery | Not covered | |
| Video gaming machines | N/A | |
| Tribal casinos | Covered | For VEP - Four Winds South Bend (Pokagon Band) is explicitly included |
| Prediction markets (Kalshi etc.) | Unconfirmed | Not mentioned; not IGC licensees, assume not covered |
The gaps people miss
- ISRP only covers mobile sports betting - it does NOT bar you from casinos or from in-person casino sportsbooks. Use VEP for full coverage
- Not automatic at expiry - you remain excluded until you apply for removal (useful), but people often think they are off the list
- Hoosier Lottery is not covered
- Operators may keep you excluded under their own policy even after IGC removes you
- 2026 change: HB 1052 (signed Mar 2026, effective July 1, 2026) adds sports wagering certificate holders to the VEP statute and bans dual-currency sweepstakes casinos; sweepstakes and offshore sites were never covered by VEP
- Prediction markets are not covered
How to enroll in Indiana
| Way to enroll | Available? | Note |
|---|---|---|
| Online | Limited | ISRP (mobile sports betting only): yes, online at secure.in.gov/apps/igc/selfexclusion/. VEP (casinos + all sports wagering): the IGC VEP page describes in-person, witnessed enrollment; the brochure mentions online, and the IGC portal has a /vep/enrollment path, but we could not load it (JavaScript app). |
| In person | Yes | |
| By mail | No | |
| By phone or video | No |
- Decide: VEP (blocks Indiana casinos, Four Winds South Bend, and all sports wagering - retail and mobile) or ISRP (blocks only mobile/online sports betting)
- VEP: bring a valid government photo ID to security at any Indiana casino, the IGC office (101 W. Washington St., East Tower, Suite 1600, Indianapolis; call 317-234-3600 first; 8:15-4:45), or a designated problem-gambling treatment provider
- VEP: you are photographed and sign the form in front of a gaming agent/IGC designee (must be sober)
- Choose 1 year, 5 years, or lifetime
- ISRP alternative: enroll online at secure.in.gov/apps/igc/selfexclusion/ for 1 or 5 years
- Withdraw any remaining sportsbook balance after enrolling
What you need
VEP: valid driver's license or government-issued photo ID; photo taken; signature witnessed by IGC agent/designee. ISRP enrollment ID: (portal not loadable); ISRP removal needs copy of government photo ID.
How long it takes to take effect
Not stated.
What happens to your balance and open bets
Do this first, whatever your state says: withdraw your balance and let open bets settle before you enroll. Getting money back afterward means dealing with an operator that is now required to refuse you.
VEP form: after enrolling you may withdraw the full amount left in your sports wagering account. If you gamble while excluded, winnings are forfeited (sent to IGC as a fine) and you agree to forfeit anything of value obtained from/owed by a casino.
Can you get off the list early?
No early removal. Durations can be increased but not decreased. After the term you are NOT removed automatically - you must file a removal application with a copy of photo ID (in person, by mail, at a casino, or online for ISRP); you stay excluded until IGC confirms removal in writing (IGC has up to 10 days for ISRP). Lifetime VEP cannot be removed.

We haven’t found a state-funded free blocker for Indiana. Gamban costs about $42 a year; the iPhone Screen Time lock is free.
The Betting Firewall
This is one wall. You need five.
The Indiana list makes licensed operators refuse you. It does nothing about offshore sites, prediction-market apps, a friend’s account, or the money in your checking account. That’s what the other four layers are for.
